24 July, 2021 Manila—Greenpeace Philippines strongly denounced the approval of genetically modified “Golden Rice” (GR) for commercial propagation, and called on Department of Agriculture (DA) Secretary William Dar to reverse the decision and represent the interests of Filipino farmers and consumers.
The group said the DA should prioritize strategies to diversify food production which ensure Filipinos’ access to nutritious, healthy, balanced diets that also address problems such as malnutrition and Vitamin A deficiency.

Not less than a year from the 60-day public comment period launched by the Philippine Rice Research Institute (PhilRice) to collate necessary feedback from the public, Department of Agriculture- Bureau of Plant Industry Director George Culaste hastily approved the permit for Golden Rice’ commercial propagation last July 21, 2021. With its magnitude and relevance to public interest, networks such as the Stop Golden Rice! Network Philippines (SGRN) highlighted the lack of independent, comprehensive, and substantial risk and impact assessments of the approval process and also the overall lack of transparency of GR’s proponents regarding its findings and reports.

On the occasion of World Environment Day, June 5, people’s movements and civil society organizations around the globe today launched the Global People’s Summit (GPS) on Food Systems, a counter-summit to the UN Food Systems Summit (UNFSS) slated to be held later this year. Organisers of the GPS are among the hundreds of CSOs and indigenous peoples organizations who have previously voiced criticisms of the UNFSS for its ties to big businesses and exclusion of small rural food producers.

When we think of agricultural technology, what often comes to mind is tractors and harvesters. But, in today’s world, we now have drones that hover over crops to detect pests, sensors that monitor soil temperature or moisture, algorithms that advise on the amount of fertilizer or pesticide to use and blockchain systems that allow a product to be traced from origin to consumer.
Technology is rapidly expanding in the agricultural sector, with the digital farming market expected to reach the US$15 billion mark (around €12.5 billion) in 2021, according to PA Consulting, three times more than the US$5 billion generated in 2015. Included in this growth is the value of the software, algorithms, platforms and links between farming and technology hardware, the consulting firm explains. And one of the keys is big data, the gathering of vast amounts of information, in this case about crop characteristics, growing conditions and processes.

In particular, Golden Rice is now being proposed as a solution to the worsening hunger and malnutrition associated with the pandemic. Agrochemical transnationals (TNCs) and collaborating institutions such as the International Rice Research Institute (IRRI) are using concerns over food security during the pandemic to push for an industrial agricultural system that is already discredited.

We are living in extraordinarily challenging times. The COVID-19 health crisis has fomented an economic crisis, and exposed the underlying risks, fragilities, and inequities in our food systems. It is essential for us to reclaim our seed diversity, biodiverse ecosystems and bio-cultural landscapes, that support nutritious local food systems and millions of livelihoods. In light of the pandemic, we demand the full protection and fulfillment of the rights of small-scale farmers and indigenous peoples across our planet.
On April 26th, the World Intellectual Property Organisation (WIPO) and the International Union for the Protection of New Varieties of Plants (UPOV) celebrate the World Intellectual Property Day 2020 under the slogan “Innovate for a green future”.

Rice has not been safety tested in animals or humans
According to an announcement by the International Rice Research Institute (IRRI), the Philippines Department of Agriculture-Bureau of Plant Industry has stated that it has found GMO golden rice to be "as safe as conventional rice".
The biosafety permit, addressed to the Department of Agriculture - Philippine Rice Research Institute (DA-PhilRice) and International Rice Research Institute (IRRI), details the approval of GR2E golden rice for direct use as food and feed, or for processing (FFP).

Not tested for safety
In spite of these opinions, no animal feeding studies have been released to the public that could attest to the food safety of this GM rice. Human trials have focused on efficacy (ability of the subjects to absorb the beta-carotene in the rice) and not safety. So claims of food safety are assumptions that are not evidence-based.

In a sly move characteristic of the GM proponents including the various agencies in the Joint Department Circular (JDC), the direct use for food, feed and processing of the genetically modified (GM) Golden Rice has been approved on December 10 despite the staunch opposition from farmers and consumers in the Philippines. MASIPAG condemns the Golden Rice approval and the collusion among the International Rice Research Institute (IRRI), Philippine Rice Research Institute (Philrice) and the Dept. of Agriculture-Bureau of Plant Industry (DA-BPI) which gravely threatens not only the health of the people and the environment, but also the future of rice production and farmers’ control of seeds.
Farmers and consumers in the Philippines and in other countries as well, remain adamant that Golden Rice will not address the Vitamin A Deficiency among vulnerable sectors in developing countries, but is in fact a tool of the increasing corporate control over agriculture. By harking on the humanitarian packaging of the Golden Rice, and marketing it as ‘Healthier Rice,’ proponents are deceiving and blinding the people from the ulterior intention of Golden Rice which is to usher in more genetically modified food such as soybean, cotton, potato and more varieties of GM corn. According to IRRI’s website, research is also being conducted on high-iron and zinc rice in response to iron-deficiency anemia and stunting.

GR2E Golden Rice, a provitamin-A biofortified rice variety, completed its third positive food safety evaluation, this time from the United States Food and Drug Administration (US FDA), Philippine-based International Rice Research Institute (IRRI) said.
The regulatory approval could eventually pave the way for the commercialization of what could be the first nutritionally enhanced genetically modified rice in the world.
In the Philippines, the Philippine Rice Research Institute (PhilRice) is now developing high-yielding inbred local rice varieties with the beta-carotene producing GR2E Golden Rice trait.
There is now a Joint Department Circular in the Department of Agriculture on Rules and Regulations for the Research and Development, Handling and Use, Transboundary Movement, Release into the Environment, and Management of Genetically-Modified Plant and Plant Products Derived from the Use of Modern Biotechnology.
